Educates the public about the ecological principles and benefits of wildland fire and their relationship to the mission of the organization. Educates local communities on potential wildfire threats. Requirements Conditions of Employment Qualifications Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. To qualify for the GS-07 grade level, 1 year of specialized experience equivalent to GS-06 is required. Examples of work experience include, but are not limited to: assisting on plans for wildland fire mitigation, assisting in coordination of wildland fire educational programs with other agencies, institutions, and/or communities; assisting in the development and implementation of prevention campaigns for internal and external wildfire causes. To qualify for the GS-08 grade level, 1 year of specialized experience equivalent to GS-07 is required. Examples of work experience include, but are not limited to: making recommendations on plans for wildland fire mitigation; assisting in coordination of wildland fire educational programs with other agencies, institutions, and/or communities; assisting in the development and implementation of prevention campaigns for wildfire causes; and acting as a wildland fire investigator. To qualify for the GS-09 grade level, 1 year of specialized experience equivalent to GS-08 is required. Examples of work experience include, but are not limited to: writing plans for wildland fire mitigation; coordinating wildland fire educational programs with other agencies, institutions, and/or communities; serving as a spokesperson on controversial issues or policies to media, interest groups, public, and government officials; developing prevention campaigns for wildfire causes; and acting as a wildland fire investigator and supporting the district fire trespass program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: The work is primarily sedentary, although a level of physical fitness is required which will allow for work during periods of extended stress and in the field when wildland fire situations arise. During the fire season, extended fire assignments away from the unit may be required under very stressful conditions. Work Environment: Work is generally performed in an office setting. Field work involves exposure to temperature extremes, both from weather and fire conditions where falling trees and the presence of smoke and/or dust conditions create hazardous conditions. The nature of fire investigation work requires that protective clothing (boots, hard hats, etc.) be worn. The incumbent must exercise a variety of safety practices and precautions for the well-being of self and of others. This is a secondary/administrative firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). Summary This is a Supervisory Wildland Firefighter position located with the Bureau of Indian Affairs, Navajo Region, Branch of Fire Management, Aviation Section, Duty Station in Fort Defiance, Arizona; and will be filled from Standard PD Number: DX00700. This announcement will be used to fill vacancies utilizing the Direct-Hire Authority (5CFR 337.201). Responsibilities Performs administrative program management functions, implementation of training and development programs, and implementation of cooperative agreements. Applies an experienced understanding of firefighter safety, fire behavior, topography of the area, weather, fuels, and training in fire management work to supervise, mentor, and instruct employees. Uses firing devices on a firing operation according to the ignition/firing plan (verbal or written). Operates, moves, inspects, and performs preventative maintenance on vehicles and equipment to include crew carriers, fire engines, command vehicles, pickups, and other specialized equipment. Supervises the development and implementation of training programs (mandatory, formal, and informal) to comply with policy, regulations, and employee development. Ensures crew members and equipment for the specific fire assignments or daily work assignments are in a state of readiness for the assignment or initial attack. Supervises and directs moderately complex fuels management projects or participates in more complex projects by conducting project assessments and gathering data. Supervises and/or participates in fire prevention promotional activities. Serves as the Assistant to the Fire Helicopter Crew Supervisor on an exclusive use helicopter contract assisting with the management of helicopter operations and firefighter crew. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for GS-0456: Wildland Firefighter Series; and NWCG/Interagency Standards for Fire and Fire Aviation Operations). GS-8: 1 year of specialized wildland fire work experience equivalent to the GS-07 level. Examples of specialized experience include, but are not limited to supervises, and participates in direct suppression of fire, prescribed burning; providing technical expertise during helicopter operations, completes flight invoices and related documentation, instructs training courses, provides safety briefings, conducts risk analysis and mitigation, planning may include leading the work of crew personnel. FIREFIGHTER SPECIAL RETIREMENT COVERAGE: This is a Primary firefighter position under the special retirement provisions of 5 U.S.C. 8336 (c) (CSRS) and 5 U.S.C. 8412 (d) (FERS). date immediately prior to reaching an individual's 37th birthday is the maximum entry age (MEA) at which an applicant can be initially appointed into a primary firefighter position. Applicants initially appointed to a primary position MUST NOT have reached their 37th birthday. Applicants over the MEA of 37 MUST have enough prior covered service under the Firefighter Special Retirement benefit in order to be eligible for re-entry into a primary firefighter position. Temporary primary/rigorous covered service will only be credited if performed prior to January 1, 1989 (temporary service performed beginning 1/1/89 or later is not creditable for retirement). Physical Demands: Arduous exertion for protracted periods of time such as, but not limited to, extensive running, walking, climbing, kneeling, stooping, pulling hoses, jumping and twisting, prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar activities requiring at least average agility and dexterity. Work Environment: Forest, range, and desert environments in steep terrain where surfaces may be extremely uneven, rocky, covered with thick tangled vegetation, smoky conditions, etc. Temperatures commonly exceed 100 degrees F and may fall below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. Employee must adjust and cope with exposure to weather elements, dust and smoke, poor bivouac and eating situations under an unpredictable set of circumstances. Firefighters may be required to live in backcountry camps for extended periods of time. The hazardous nature of the work requires that personal protective equipment be worn (e.g., boots, hard hat, gloves, flame resistant clothing). + With the aid of training and coaching, responsible for learning Lumen trouble ticket, provisioning, time tracking, and materials systems and applications required to perform the job function effectively. Update/report inventory records changes, complete transactional updates within systems to show appropriate activities by job type, enter appropriate time log, and responsive to requests for information/escalations. Regularly provides status updates and reports problem situations related to assignments to management.

**What We Look For in a Candidate**

**Required:**

+ High School Diploma or GED or up to 2 years of relevant job experience including 1+ years network monitoring, installation, or maintenance/repair.

+ Entry-level technician with experience and/or knowledge of at least one of the four major technician disciplines: Transmission (DS1/DS3/SONET), Switching (circuit-switching/SS7), TCP/IP (routers/higher-layer protocols), and Outside Plant (Fiber locating, OTDR, Mass Fusion Splicing, etc.).

+ Have knowledge of locating fiber optic cable, right-of-way, and As-Builts.

+ Must maintain site security and cleanliness.

+ Must have PC skills and be well versed in Microsoft Windows and Office applications.

+ Must possess the ability to quickly learn corporate databases.

+ On-call 24x7 on a rotational basis, on stand-by, call out, dispatch, and overtime are required as dictated by the business.

+ A valid driver’s license

+ Sit, climb, balance, stoop, kneel, crouch, and crawl; lift 50 lbs.; works in all weather conditions

**The Role**

We have an immediate opening for **Field Technician I** **.** Responsible for asset management: processes deliveries and replenishes consumables as well as coordinates shipping and receiving of materials. + AC Power (on limited basis).

+ DC power installs including tertiary and BDCBB.

+ Responsible for asset management processes and replenishment of on-site/truck materials. Coordinates shipping and receiving of company and customer materials. Maintains tools, test sets, and all network equipment.

+ Performs level 1 preventive scheduled maintenance and inspections on network and critical infrastructure equipment including HVAC systems, high-voltage electrical systems, and DC power plants.

+ Performing routine troubleshooting and repair of substation relaying and control equipment. Commission new substations, power equipment, relaying (electro-mechanical, solid state and microprocessor), pilot channel equipment (power line carrier, pilot wire, transfer, transfer trip, fiber optic, CVT’s, line tuners, line traps, etc.), controls and communications equipment.

+ Leads people and tasks within a larger project or provide technical and people leadership on projects with well-defined scopes of work.

+ Performs weekly site safety inspections.

+ Leads the application of HP with the approval of the Project Lead.

**Qualifications**

+ Minimum of 5 years of field experience in commissioning, panel and equipment checkout, relay calibration, testing and repairing substation relaying and control schemes

+ Experience is desirable in any of the following related areas: substation design (including protection & control engineering); substation construction; substation commissioning; SCADA/Fault Data/SER/Integration-Automation equipment installation and testing.

+ 3 phase power systems; power system protection & control schemes; test equipment; test equipment software

+ Test equipment and toll/wiring usage; interpretation of wiring and elementary diagrams; basic test skills to perform duties listed above; basic PC skills.

+ Quickly learn and apply test procedure for various types of substation equipment; communicate effectively with diverse groups, tailoring communication for audience and situation.

+ Learn and apply client’s switching procedures and safety measures as required.

+ Reference and complete assignments as described in applicable specifications.

+ Perform regular field work both indoors and outdoors.

+ Strong interpersonal skills, communication skills, business acumen, management ability
